Tipperary County Council: The Three Speed-Limit Phases Described in October
The October 2024 Council record describes a proposed national programme in three phases, not one simultaneous change to every road. Phase 1 concerned rural local roads. Phase 2 concerned national secondary roads and urban areas. Phase 3 concerned other special circumstances, such as schools. The minutes also record that guidance for Phases 2 and 3 was still awaited. The rural-local-road default subsequently changed to 60 km/h on 7 February 2025. This episode recounts the October plan and that verified Phase 1 outcome; it does not claim that every later phase has now been implemented. Our question: which dated instruments and local review records establish the implementation of each phase?
