Tipperary County Council: June and January Were Different Types of Inspection
The labels need to stay attached to the fields and inspection types in which they appear. The maintenance inspection of 20 June 2024 has an overall rating of Warning, while its parapets field says Good. The engineering inspection of 21 January 2025 has an overall rating of Significant Damage and separate detailed observations. These are different inspection types, not automatically a like-for-like rating series. The labels alone do not date the onset of damage or identify an intervening act. Our question: what do the inspection criteria and dated intervening records show about the change in recorded condition?
