Tipperary County Council FOI record on Killardry Bridge: FOI 10526 and internal review FOI/174/2025

Two written decisions by Tipperary County Council under the Freedom of Information Act 2014 form the documentary trail on Killardry Bridge and the L3151. This page records what each decision says about its own searches and findings. It does not characterise the Council's motives.
Internal review — 18 February 2026 (Roads FOI 02/26; TCC FOI 174/25)
Decision by Kieran Malone, Senior Engineer, Roads & Transportation, to Lynch Solicitors (document). In the Council's words:
- "Sufficient funding was not available for inspection of the bridge in 2016, and no subsequent inspection took place."
- "Killardry bridge was considered to have a condition rating of 2." "Bridges with a condition rating of 2 or better were further down the list of priorities than bridges with worse condition ratings."
- "Tipperary County Council seeks funding from the Department each year to carry out works on bridges around the county." "Typically, funding is allocated to fund works on 5 to 10 bridges each year."
- "Accordingly, the repair works listed in the report have not been carried out to date."
- "The only drainage works that were carried out on the L-3151 consisted of inlets in the roadside verges being cleaned out. … There were no specific drainage works carried out on the bridge itself." 2025 roadworks on the L-3151 are described as "to the northwest of the bridge location."
FOI 10526 — 31 July 2026
The decision (document) records the scope of the Council's searches for speed-limit and traffic-management records: its CRM system "for speed from 2014 to date" and its minutes "back to 2014", against a request that covered records from the year 2000. It corrects the road identifier — "The correct number is L3151." — and the 2014 Eirspan report sits under a third identifier that was not searched. Its no-records answers relate to the speed-limit and traffic-management requests; they do not establish that no bridge inspection or repair records existed.
Released with it, the Road Management works table (items 6 and 8) lists: 2018 — Killardry — chainage 1780–2480 — Road Reconstruction / Strengthening — Complete; 2025 — Kilmoyler — chainage 0–1802 — Resealing — Complete (works table). The Killardry section begins at chainage 1780; the 2025 reseal reached 1802.
What the FOI record establishes, and what it does not
- It establishes the Council's own account of inspection funding in 2016, the bridge's condition rating and priority, the annual scale of bridge works, and that the 2014-listed repairs had not been carried out by 18 February 2026; and it records the identifiers and search terms the Council used.
- It does not establish who held or received any document, and its no-records answers are bounded by the searches actually run. Whether a wider search under the third identifier the decision refers to would return further records is an open question for the requester.
