James Swords lets his Cahir house to the Council — the declared record

James Swords is named here by public office and by a specific declared record, not as a personal profile or finding. The Ditch describes him as Tipperary County Council's senior executive engineer; the signed Cahir–Cashel Municipal District minutes of 26 May 2025 record him addressing the meeting as District Engineer (minutes, pp. 1 and 6).

What the register records

On 18 January 2024, The Ditch reported, citing Tipperary County Council's staff register of interests and records it obtained, that James Swords, senior executive engineer, lets his house in Cahir to his employer, Tipperary County Council, under a long-term lease.

The same report stated that 14 of the 71 senior Council staff required to declare their interests each year are landlords. It named, alongside Swords, a senior housing official letting two Clonmel houses to the Council under long-term leases through the Rental Accommodation Scheme, a town regeneration officer renting out property in Nenagh, and a director of services owning an investment property in County Limerick.

What this record establishes, and what it does not

It establishes that the arrangement was declared on the statutory register. Declaration is what the register exists for; a declared lease is a public fact, not a finding of impropriety.
It does not establish the lease terms, the rent, the start date, or which Council function holds the tenancy — none of which The Ditch published.
It does not connect the lease to any road, bridge, inspection or repair decision, and this page makes no such connection.
