How was a skimpy resurface more important than an engineer who wrote that the parapet wall was gone?

On 21 January 2025, a Tipperary County Council engineering inspection of Killardry Bridge (TY-L3151-B-010) recorded Significant Damage. The note is blunt: “a 5 m long length of wall has collapsed.” Capping partly removed. And then: Is Signage Present? No.
That is the council’s own engineer, on paper, ninety-three days before Bronagh English, eighteen, died at that bridge about 22:00 on Thursday 24 April 2025 — car into the River Aherlow. Garda account: not speeding, no swerve.
How does a skimpy resurface beat a missing wall?
- On the crash corridor, SDP 2025 lists Kilmoyler to Kilnacask on L-3151-0: €34,588 for 1,700 metres — road-maintenance / reseal. Engineer said RM from July. Malone later: 2025 roadworks northwest of the bridge. Shallow road fix, not a parapet rebuild, not Chapter 8 protection for a known five-metre hole in the wall.
- On the spur north-east of Killardry Bridge — L-31011-0, T/CCAR/25/019 — Tipperary booked €113,240. Press called it an overlay. Works 25–27 June 2025. Three days. Surface overlay, not a signed parapet at the drop to the Aherlow.
€113,240 for a shallow climate overlay beside the bridge. €34,588 for 1,700 m of surface programme on the local road that carries the crash bend. Against that: an engineer who had already written that five metres of wall were gone and no signs were present — road left open from 21 January to 24 April.
How was any of that skim more important than acting on the engineer’s note?
If the answer is “different budget code,” say so. If the answer is “climate overlay is not the crash road,” explain why the crash road’s known unsigned collapse still waited ninety-three days. If the answer is “we did not know,” the inspection sheet says otherwise.
What “skimpy” looks like from the road
Daylight dashcam on L-3151 at about 60 km/h already needs a hard brake into a blind right onto a narrow stone bridge. Add night, rain (Gurteen 5.4 mm on 24 April), first time on the bend, and a parapet known down and unsigned since January.
Drive photos show what surface money buys: fresh-looking asphalt, gravel and weedy shoulders. That is not the same as making a bridge with a missing wall safe.
Still no dated work order for the blue twin-wall pipe and excavated bank hard against the parapet in the 1 May 2025 photographs — absent from July 2024 Street View.
What McGrath asked — and what got done
Cllr Máirín McGrath asked about Kilmoyler climate/flood funding on 24 February, 26 May and 23 June 2025. Minutes do not show her naming the collapsed Killardry parapet. What the chamber timed was the climate project. What the notices delivered was the L-31011-0 overlay at €113,240.
Asks: who decided overlay and shallow RM outranked temporary safety at a bridge already rated Significant Damage with no signs; why the 5 m collapsed wall was not on the MD table; how those sums sit beside 93 open unsigned days; where is the work order for the bank and blue culvert.
Publish the 21 January inspection and follow-ups; L-3151 work orders within 100 m; breakdown of T/CCAR/25/019; the 1,700 m / €34,588 line; explain the priority without hiding behind the wrong road number.
